Blur one set of UI elements and not the other

Hi, how to achieve this example:

1. I have Shop UI and set of buttons
2. Click on one button PopUp screen should show and everything in the background (Shop UI) should be blurred but not the PopUp screen

Can you help understand how to achieve this?
