Same as #47443. It was accidentally closed so we create this new one.
Add build option for CUDNN Frontend API, in preparation for future support for CUDNNv8 kernels.
To build with CUDNN Frontend API, set the build option
WITH_CUDNN_FRONTENDtoON. Currently, the default value of this option isOFF.
