Describe

支持API：Tensor.cuda中的参数 device_id 输入值 None ，来表示当前设备。如下：

import paddle
x = paddle.to_tensor(1)
x.cuda(None)

目前发生异常如下：

infoflow 2021-08-02 21-07-42

该PR修复了上述问题。
