- add SeaState_Types.f90 - fix case on seastate path name (though it doesn't matter in Windows) - fix NWTC Library registry file name
- NWTC Library registry file was misnamed

Feature or improvement description
Fixes a few more issues with Visual Studio in the dev-unstable-pointers branch, particularly with running the registry on the pre-build step. A few dependencies were missing and files were improperly named.
