Battery Device insertion into service layer

Continuation of the Mock Battery example. In Part 1 we created the Mock Battery and wrapped it as a Device that will respond to service layer commands. Part 2 inserts it into the service layer. This will segue into similar functionality for the Charger to round out the battery subsystem example.
