Better handle screen tlm request timeouts

To test, start and then do docker pause cosmos-openc3-cosmos-cmd-tlm-api-1. In 10s the screens should darken and the system bar indicates an error. Clear the error and it will re-occur. Unpause the api by doing docker unpause cosmos-openc3-cosmos-cmd-tlm-api-1 and it should clear the error and start updating. If you make a screen edit error that will stop the updater until you fix the error.
