Emit a STAC GeoParquet -compatible file from `gdal raster index`

Feature description

It could be super convenient to emit data as a STAC GeoParquet "profile" when writing a tile index.

I suppose the pieces that really matter are bbox, id, wkb, and the assets struct. You would probably want a way to override the base_url of the items too.

The timing is good. I'm doing a dedicated push (with support from @cholmes and others) to tidy up the stac-geoparquet story, docs, and spec; to start things off, we just moved the spec to https://github.com/radiantearth/stac-geoparquet-spec and https://radiantearth.github.io/stac-geoparquet-spec/latest/.

A GDAL raster index implementation would be a huge help, and we could use it in the examples and tutorials we're building.
