Motivation
Now that we have applied the mesonbuild/meson#14861 patch, the diff is much nicer and less noisy. The only diff is enforcing consistency between various formatting choices, that are not yet consistent.
Context
Undoes the hack from #13383.
Applies the formatting consistently across the codebase. The config is the same as initially in #13350.
