CCPP Tech Doc Updates for v7.0.0 release

Mandatory items

• Update all references to release number
• Update supported suites
• Update wording around associated UFS Applications
• Note that MPI (specifically, mpi_f08) is now required (see Add support to use mpi_f08 MPI module  ccpp-framework#523)
• Note that pointer variables are no longer allowed (see Update CCPP tech doc: pointer variables are not allowed in CCPP-compliant parameterizations ccpp-framework#541)
• Note that all optional arguments should be at the end of the argument list (see Update CCPP tech doc: schemes can currently have optional arguments in between regular arguments - follow up with moving opt args to the end ccpp-framework#544)
• Updates to optional arguments (Introduce optional arguments in ccpp schemes and metadata ufs-community/ccpp-physics#189)
