Add a public dashboard for CI workflow status #56

What is the feature/what would you like to discuss?
Currently we need to check the GitHub Actions history to check the status of each CI workflow.
It will be nice if we can generate a public dashboard to show all the CI workflow status (pass/fail), CPU/GPU memory usage, CPU utilization, etc.
