Support dependencies with find package and fetch content

Fetch content supports find_package. All we have to do is supply one argument and people can use an installed version of one of our dependencies rather than needing to download and build it from github.

Acceptance criteria

• mechanism configuration can link against installed packages for
  • googletest
  • yaml-cpp

Ideas

• add FIND_PACKAGE_ARGS with appropriate names
