Dirtying the MechJebLib project doesn't rebuild MechJeb itself and so the AfterBuild in MechJeb.csproj never runs to install the new files

This constantly annoys me, but I don't understand msbuild enough to know the right way to fix it.

I keep just making dumb edits to the MechJeb project to force the build to run.

The Rider setting "Invoke BeforeBuild and AfterBuild targets for skipped projects" seems to work great for me.
