Adjust bazel-out-overlay.yaml for all BwB builds

We no longer limit the VFS remap to SwiftUI Preview builds, and we remap to execroot instead of `bazel-out` (to work around modulemap path issues). The previous way could have SwiftUI Previews fail if PCMs were involved. Also, Index compiles could fail if multiple `swift_library` shared the same package directory.
