New CI
Implements GitHub Actions as a new CI pipeline instead of the old broken AppVoyer.
Dropped Support
The .NET Framework 3.5 has been dropped as Unity 5 is no longer LTS and .NET Standard 2.0 DLLs can be ran (in some extend) in Unity's ".NET 4.5 API Mode"
