tab switching madness

Switching tabs drives me nuts

Open up KO with plenty of docs and bottom tabs

click in the bottom debugger tab somewhere, tho output/call stack is the usual place where it bites me

hit CTRL-TAB, like you would want to the switch editor tab to the previous

instead of switching the editor tab, on the first CTRL-TAB keypress it will activate Version control in the bottom

keep pressing CTRL-TAB, it will eventually switch to the left sidebar, then after a while the editor tabs

nuts

CTRL-TAB is bound for me to "General: Most recently viewed file"

I suspect editor keybindings only fire when the editor has focus. Ctrl+Tab on most platforms cycles through widgets by default. I'm not sure if we'd be able to easily "fix" this. @Naatan, thoughts?

We'd have to expose the tab switching command on every panel, definitely possible. Whether it's desirable I'm not convinced. However the fact that it switches from one panel to the next when reaching the end definitely feels like a bug to me.
