Dump all settings

similar to what I did with ValidateLayerSettingsProvided , add a new function via generate_settings.py such that it will dump all the settings set by the user

This is very helpful when people go "I don't think the settings are working", then we say "go set VK_LAYER_DUMP_SETTINGS=1 and it will print out every setting to ensure it is what they thing it is

(would be helpful for things like #11010 !)

Turns out I am currently working on CDL, so not on the layer settings generation code that would had this... So that would have to wait from my side. :/

For Artem's context, @christophe-lunarg is planning on making stuff like our generate_settings.py file in a way that all layers can use VUL to do it... but until then, still think this is a worthwild thing to have today as I've wanted it multiple times while trying to help VVL users get their settings to work

when we do this, please delete GpuAVSettings::TracyLogSettings() as well, that is another spot we were hacking this
