[Bug]: Cannot create second counter #911

JGRPP 0.64.2 on Windows 7 64-bit

Expected result

I wanted to set up a counter in road vehicle orders.

Actual result

I was given an error message upon creating a second counter variable.

Steps to reproduce

I was setting up a rather complicated set of orders for a road vehicle which would deliver a cargo to multiple stations, contingent upon their acceptance of it. In other games with this same version, i was able to select "Change counter" and assign a variable for keeping track of iterations thru the orders. But i can no longer do this; when i select "Create a counter" to set up the new variable, i get an error message that says "Can't modify this order." The only difference is that i currently have another variable (available in the counter list) which is not in use. I tried to delete that existing counter, but i see no means of doing that.

To reproduce, try to set up an order in which you will call up the Change Counter instruction, and create a counter label. It should work. Now try to set up a new counter. Mine won't allow me. I've tried it in the middle of orders and at the end, even in a blank order.
