Ah not a bug in the caching its now looking that it's just a bug in the Dockerfile files are downloaded from master branch which can change content so the sha256 sum no longer matches causing a repeated failure. Those with a cached image layer locally who are executing the code are unaware.

Since this is merged here #171 can we close this issue @nigelgbanks or is more action required?

Ya this can be closed the issue was that an upstream dependency changed it's git history so we were referencing a commit that no longer existed, there isn't much we can do to prevent this sort thing from happening.
