Compilation of zimg failing if we use ubuntu-20.04 or newer as the runner

I've specifically tried compiling zimg v2.9, for Python 3.8; VapourSynth R50.

Specifically downgrading to ubuntu-18.04 like the one you currently use works like a charm but may go away at some point.
