Remove redundant file from repo

The following file `https://github.com/IntelPython/numba-dppy/blob/main/numba_dppy/parfor_loop_invariant_hoisting.py.bkp` should be removed from the repo. This file was a backup of an earlier implementation that need not be carried inside our repo.
