Implement has_phase_equilibrium flag for modular properties

As pointed out in #1640 , the has_phase_equilibrium flag is presently ignored by the modular property framework. Many sets of state variables will need to perform flash calculations anyway, but that is conveyed by the always_flash flag. The FpcTP set of state variables should be able to be used without performing flash calculations, so long as material_balance_type = MaterialBalanceType.componentPhase is passed to the ControlVolume.

Right now FpcTP has MaterialBalanceType.componentTotal as the default material balance type. If we don't change it to MaterialBalanceType.componentPhase, then we'll run into problems if we don't include equilibrium calculations.
