In preparation to more easily automate them. At the very least, this should make it easier to handle the case where we accidentally forget to update the release notes at release time, since app stores can download the updated info on demand.

Note: we'll need to update the manifest at https://github.com/flathub/net.hhoney.tinycrate to also install the new releases.xml file for the next release, like this:
