Update GCP version constraint to include current version

The APIs used seem compatible with the current version (terraform plan ran fine for me), so bumping these version constraints.

For what it's worth, I had signed the contributor agreement. Perhaps if the check ran again it would pass, but I was unable to use the link to rescan.
