CLI: Upload and rendering results of previous PSAT CLI runs

## Feature Request

Allow users to upload and render the results of a previous PSAT CLI run. 

**User Story:** As a developer or site owner, I want to be able to compare analysis results as I work on getting my side ready for 3PCD.

**Acceptance Criteria:**
- [ ] PSAT CLI always saves the results of last analysis
- [ ] PSAT CLI labels output files indicating URL or Sitemap, date
