PSAT: Seamless tab processing with built-in limits

Feature Request

Description:

1. Approach for managing tabs in PSAT striking the right balance between number of tabs and performance.
2. Limit on maximum number of tabs analyzed.
3. Round-robin tab management policy.
4. Remove "Analyze this tab feature, and corresponding setting option.

User Story:
As a developer I want to use PSAT in a smooth way without having to explicitly decide to switch tabs or experiencing poor performance while I analyze and debug cookie behaviors during browsing sessions.

Acceptance Criteria:

• PSAT does not require input on tab selection
• PSAT on a given tab maintains focus on the data collected for that tab
• PSAT guarantees reasonable performance when operating at the defined limit in the number of tabs
