This was causing failure in SETUP phase when generating baselines for the SUBSETDATA SystemTests.

Update default FATES parameter file and add FATES managed fire namelist option This updates the FATES tag and associated default parameter file. The tag update includes a new managed fire feature which is controlled by a new namelist option. The majority of the parameter file updates are associated with this new feature, although there is also a smaller set of minor fixes and removal of depricated parameters.
