Summary
Added v18.1.8 clang-format binary from https://github.com/muttleyxd/clang-tools-static-binaries/releases/tag/master-32d3ac78 and updated readme.
Background
Version 18.1.7 fixes a regression in clang-format introduced in 18.1.1: https://github.com/llvm/llvm-project/releases/tag/llvmorg-18.1.7. I updated the clang-tools-static-binaries with 18.1.8 binaries to fix this issue.
