Support SupplementalData pre-processor in blueapi and provide method to configure baseline devices to be read on every scan

SupplementalData is a bluesky pre-processor packaged in that library. We should support configuring it as part of the blueapi context, such that beamlines may have a selection of devices or fields on devices that are read in every scan
