  1. reorg the structure to avoid using an array to represent arbitrary information.
  2. Move pagecfg2 structure content into Model
  3. Remove ELEM_XXX macro as we are using dedicate fields in struct elem.

The change will help move the layout config related code easy to convert to data driven.
