Improve ratelimiting

## Feature request
Rate limiting is always enforced even when the executed command fails.
There should be a way to prevent the rate limiting to trigger when the previous command has failed.
It should also be possible to still trigger it when it fails on a long running command that shouldn't be triggered to often, even if it fails.
