Overlapping Timed Traffic Lights controls

Describe the problem

In some cases traffic light controls overlaps, so it is almost impossible to change state

Steps to reproduce

1. Build similar intersection to that from screenshot below. Probably with use of Fine Road Anarchy and Move It

Suggested visual change:

• Allocate screen space for the controls using boxes. Push the boxes apart using some simple algorithm, using overlapping box centers and the junction point as the repulsion centers, or move along the curve of the segment, in small steps (like 16 pixels at a time), checking repeatedly until they're far enough to not overlap.
• Either one of: Link the boxes with controls to the actual segment being controlled using an overlay line. OR When a mouse is hovering a control, highlight the half segment being hovered.

Could we just move he UI further away from the junction node? Similar to how junction restrictions UI works?
