Text doesn't change when language updated

Spotted by Krzychu: If language is changed in-game, the tutorial (adviser) text doesn't get updated.

Can probably look in to this if we migrate to xml for translations. #336

@kvakvs Also noticed that mod options wasn't updating if accessed from Main Menu prior to loading a game:

Trying switching languages in the options panel, and it does not update the labels. Is it me who broke it, or it never properly switched? It seems that the switch isn't working in master branch

Possibly broken when i refactored options window?

I am switching languages in the game and in TM:PE and it kind of slows down to do something, but no actual update happening. Gonna look into that

ok found why the menu wasn't rebuilt, let's see how to fix

oh BaseUI is null because level is not loaded, and because of that menu rebuild is ignored

currently it is the state of my branch and i suspect also the same on master. Changing game or TM:PE language does no effect
