[develop] link url incorrect on ping threshold notifications #185

Describe the bug
The link url seems to be missing the hostname of the Cacti server when the "Cacti Monitor Plugin Ping Threshold Notification" emails are sent for a high latency link. (the link to the "Cacti Montoring Site" is correct)
