Yes, I would consider this to be the plausibly best answer. It's also about the same heuristic ripgrep uses to detect if a file is binary or not. In particular, there is no official classification of what makes a file "binary" or "plain text." It's all just heuristics.

Another path here is to find all files that contain some invalid UTF-8 somewhere. This is a little trickier to accomplish with ripgrep, but I think this should do it:

rg -al0 '(?-u:[\x00-\xFF])' | xargs -0 rg -alv '^$|.'
