Double Quotes used with DATABASE_URL: Prisma Error

Using dbl quotes around the db string for Double Quotes causes Prisma to fail when running Docker.

This behavior also appears to affect other entries within the .env file. Values enclosed in double quotes (") do not seem to undergo interpolation. For example, within the Authorization Header, "sk-1234" is treated literally and does not resolve to sk-1234
