netcoreapp3.1 should probably be dropped

.net core 3.1 went out of support on Dec 13, 2022 as documented in https://learn.microsoft.com/en-us/lifecycle/products/microsoft-net-and-net-core

Targeting of it should probably be dropped, or at least the planning of the next major version should consider dropping it.
