Increase Isolated Worker Dependencies Version and Fix WriteAsJson

resolves #3176

This PR upgrades our functions worker dependencies to the latest version. As the HttpResponseData.WriteAsJsonASync arguments have been changed --they don;t require StatusCode anymore .
