This PR enables
AsyncCacheandAsyncCacheNonBlockingException Handling UsingCosmosClientOptions. This new client option will eventually used to get exception handling optimization (see PR #5069) shipped behind this new client option:EnableAsyncCacheExceptionSharing.By default this option is set to
