Cache Red Hat Repositories

As Azure Red Hat OpenShift (ARO) customers, we frequently rely on Red Hat Universal Base Images (UBIs), which are served from redhat.registry.io.

We would appreciate the addition of redhat.registry.io as a supported upstream registry for caching.
