Respect AGENTS.md

Codex (by OpenAI) uses AGENTS.md file in repo root to give default agent instructions. Making Zed respect it would be a natural step to converge on a single standard file location.

@filipwiech I'm pretty sure it ignores AGENTS.md in my repo. My AGENTS.md clearly states how to check the project if the changes work or not, how to run cargo check, how to build front-end, run tests etc. The difference between starting my request with "Respect AGENTS.md" and not doing so is obvious.
