• Move CLI flags to a config file

  Currently, there is alot of logic based on cli flags which are easily forgotten when restarting `subspace`. We should move to a configuration file which will be stored alongside all the other data relevant to `subspace`. Alongside this, we should consider making these settings editable by Admin users on the UI. To close; Settings are moved to a config file, JSON or YAML & Settings are editable from the Web UI by Admin users
