How To Add Stryker.net in Sonar Qube

I'm not aware of any ways to currently integrate these things today, but it would be cool if stryker offered a SARIF reporter, which can be loaded and viewed in SonarQube (another other systems such GitHub).

This can be implemented in Sryker.NET by implementing an IReporter, perhaps using the JsonReporter as an example to borrow inspiration.

We used to have a sonarqube reporter but it required a sonarqube plugin to receive and match the rules. We deprecated it a long time ago. It's an interesting idea to support SARIF, but my experience has always been that external rules are not pleasant in sonarqube because you can't manage them in sonarqube. Another issue is that mutant state is important context that may not properly translate to sonarqube states.

If someone thinks this could still be useful even with those caveats I'm not opposed to supporting this output format. Contributions are welcome.

@rouke-broersma - I'm exploring this because our current pipeline requires two separate steps:

1. Running Sonar for code coverage analysis.
2. Executing Stryker.Net for mutation testing.
   The second step can be time-consuming, especially when multiple codebase pipelines run concurrently. I've encountered issues where the mutation testing phase gets stuck for several hours during pipeline execution.
