Schedule every minutes not working with hours between ?

i created schedule is running from 01:15 AM - 06:55 every minuted from this clock between

   $schedule->command('sync:cron')
            ->everyMinute()
            ->timezone(config('app.timezone'))
            ->between('01:15', '06:55')
            ->monitorName('SYNC-PASIEN-BPJS');

but when i run php artisan schedule-monitor:list i got next run is, my clock +1 minutes, my expectation is next run is 01:15 - 06:55
