The Automating Projects using Actions docs are great right up until they say:

Add the workflow to each repository that you want your project to track.

Pretty onerous having to update all repos for a change, and remember to add the workflow to new repositories.

So I'd like to propose: Organization level workflows.

In fact, we already have the .github-private precedent from Adding a member-only organization profile README, so that could also support workflows/.
