Codex CLI TUI drops “i” when pasting (Turkish locale, Windows)

• When pasting text into Codex CLI’s interactive TUI, the Turkish letter “i” disappears. Typing works fine; only paste
  is affected.

Environment

• OS: Windows 11 (build 26100)
• PowerShell: 5.1.26100.5074 (ConsoleHost)
• Locale/Keyboard: tr-TR (TR keyboard)
• Code page: 65001 (UTF‑8) (was 857 initially; switched to UTF‑8, issue persists)
• Codex CLI: 0.31.0 (installed via npm -g)

Reproduction Steps

1. Open PowerShell. Ensure UTF‑8: chcp 65001
2. Run codex to open the TUI.
3. Paste the word erik into the composer (Ctrl+V).
4. Observed result: it shows erk (the “i” vanishes). Typing erik by hand is correct.

Additional Examples

• Pasting iıIİ causes some characters to drop or corrupt.
• Pasting eıik also shows missing letters.
• Pasting the same text into other apps/terminals (outside Codex TUI) is fine.

Expected vs Actual

• Expected: pasted text should appear unchanged.
• Actual: “i” characters are swallowed only when pasting into Codex TUI.

Tried (no fix)

• Forcing non‑vi keybindings: codex -c ui.vi_mode=false -c ui.keybindings="emacs"
• Enabling “bracketed paste” (if supported) — no effect.
• Ensuring UTF‑8 for console input/output and code page ([Console]::Input/OutputEncoding = UTF8, chcp 65001).
• Tested in Windows Terminal as well; the issue only manifests in the Codex TUI paste path.

Notes

• Looks like the TUI treats paste as key events and “i” is being interpreted/ignored (Turkish locale + TUI paste
  handling interaction).
• Workaround: pass the prompt as a CLI argument instead of pasting, e.g. codex "erik ...", or use a here‑string/file
  to provide multi‑line input.
