Update spec compliance matrix for Go (#4713)

## Changes

I did a quick audit of the spec compliance matrix for Go, and made
updates to anything that was outdated.

Depends on open-telemetry/opentelemetry-go#7550,
which i'm assuming will be merged quickly.
