To develop the function_call feature, I think the model must be fine-tuned to detect which functions to call, when to call them, what arguments to pass, etc.

OpenAI's GPT models have been trained to do these things, so open-source ones like Vicuna might also need fine-tuning in order to implement this feature

I agree, but in some models, there is even little need for fine-tuning, such as qwen chat-7b. Can we partially support it in some models first?
