• MVP integration of SQL analysis with Raksha

  There is an internal Google tool for performing policy analysis on simple SQL queries that wants to use Raksha to enforce policy. This milestone tracks integrating the analysis with Raksha in a minimal way that can still be used in a production environment and doesn't impose any great barriers to performing a full integration (as discussed in [milestone #3](https://github.com/google-research/raksha/milestone/3)).
