Fixed #133, #139 and one no-name issue (popup scrolling).

If this version works ok, I think it's ready for release.

Small fixes and some work on #40 (shrinking filter buttons).

Not much happened since last pre build, but that fix for #122, I am just really surprised that it works, better make sure it really does.

Besides that, #125 was fixed and localizations were updated.

Added support for a few basic blacklist formats (for #63):

• Simple domains blacklist (text file with space/newline separated domains, # for block comments)
• Hosts file wiki — practically same as previous

These can be installed on about:policeman#rulesets-manager page.

Few fixes, French localization updated, RequestPolicy import page added.

Some ruleset-parser fixes and HTTPS sandbox ruleset added.

I bet this fixed #48, so I encourage everybody who was trying to get there custom rulesets working to give it a try. Some example rulesets can be found on my gists page, this comment also gives some explanations.
