chore(deps): bump node-notifier and foo

Removes [node-notifier](https://github.com/mikaelbr/node-notifier). It's no longer used after updating ancestor dependency [foo](https://github.com/jasonLaster/foo). These dependencies need to be updated together.


Removes `node-notifier`

Updates `foo` from 0.0.7 to 1.0.0
